Michael Echols: Working Backwards

“My wife and I restored downtown with our own money and our own resources”
That’s State Representative Michael Echols, telling constituents how he funded the renovation of downtown Monroe.
Federal records show a different story.
Hotel Monroe Holdings, LLC, the entity that owns the Hotel Monroe in downtown Monroe, LA has received $556,945 in federal grant funding from the USDA. That includes $454,453 already disbursed for energy efficiency improvements, plus $102,492 obligated for renewable energy systems. Both grants are documented at usaspending.gov.
The grants came from a USDA program called REAP — the Rural Energy for America Program. Per USDA’s own description, REAP exists to support “agricultural producers and rural small businesses.”
Hotel Monroe is a 69-room boutique hotel in downtown Monroe, branded under Hilton’s Tapestry Collection.
Questionable if that should qualify for agricultural and rural small businesses.
In 2018, when the project was first announced, Echols told KNOE: “We’re fortunate that the National Park Service offers historic state and historic federal credits, which will help with some of those dollars.”
That’s federal money. State money. Outside investors. A Hilton brand. A Virginia management partner. And now a USDA grant designed for rural farmers and small businesses.
It is not “his own money.”
In 2020, Echols authored HB 16 in the Louisiana Legislature. The bill would have raised the state historic tax credit on National Register properties from 20% to 30%. He owned historic properties at the time. He still does. As discussed in previous articles, his policy for profit is a trend that benefits himself and rarely anyone else- at least not that I can see.
